The lawmaker who authored the California Dream Act said Saturday that Gov. Jerry Brown has signed the bill allowing Illegal immigrants attending California universities to receive state financial aid.
Brown's office declined comment, and an announcement on the legislation has not yet been made.
But Assemblyman Gil Cedillo (D-Los Angeles) said he was notified Saturday morning by the governor's aides that Brown has approved the measure, which makes illegal immigrants who are accepted into state universities eligible, starting in 2013, for Cal-Grant assistance.
The governors action also allows those without citizenship papers to tap into institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system.
Cedillo praised Brown as an "incredible leader with the vision and courage'' for signing the bill despite its great controversy.

As you can imagine my household is a big mess with boxes all over the place.
So leave the liberals to clean up after their own mess. There are more people in the cart than pulling it. This just piles more people into the cart and pulls more off the handle.
I have a mental picture of Californians swirling down the toilet bowl, while the people they elected are reaching up one more time trying to reach the flush handle.

Blue states would lose their electoral count, lose tax money etc
Red and border states would gain money, electoral count and if we made CO,VA,NM,FL all red then the left coudl not win an election

That is a bunch of difference from the Texas bill ( which I don't agree with either) that will allow anyone that attended 3 or more years of HS, and graduated from a Texas HS, to PAY the in-state rate for tuition.

They don't have to attend HS for 3 yrs. They can cross the border today and get in state tuition. That's not what the legislation says but that is the reality. They aren't supposed to cross the border illegally but they do it.
Ultimately, this will result in a cut off of all aid to the colleges, I predict.

Just because they are all called “Dream Act” they are nothing alike in substance.
Texas Dream Act only allowed for in-state tuition for children of illegals, under conditions that they were in the state for 3 yrs, graduated high school and were in process of legalizing their situation.
CA was already providing this, and the current “CA Dream Act” gives them financial aid, with no conditions. See the article in the WSJ.

And of course the Federal “Dream Act” gives amnesty to any illegal who attends any school for a couple of years.

This means every single illegal that qualifies for college will get free tuition, because financial aid is based on income, and technically, illegals don’t file tax returns and don’t have real jobs.
And this is happening while tuition fees are going exponentially up for Californians who are actual citizens.
Part one of Cedillo's Dream Act expansion bill, signed earlier this year, made it possible for illegals to use private scholarships and grants.
This second part allows them to compete for tax payer-funded grants and other public dollars.

I contacted Brown's office weeks ago recommending a veto. I thought he had more sense than to go here.
It is a violation of federal law but the courts have said the only ones who have standing to enforce it are the feds, no student has standing under the statute at written.
No Democrat is going to sue the states over it and no Republican will risk alienating the growing Hispanic voting block.
Proof that we dont’ need to increase taxes, fee’s etc, etc, to add “revenues”.
California is flush with cash.
So much so that we can take on additional programs with out concern about funding or deficits.
In state tuition for illegals appears to be against federal law but the courts (including SCOTUS earlier this year) have found only the feds have standing to sue. That’s not going to happen. Democrats are happy with the policy and Republicans are afraid of alienating Hispanics as happened in CA during the 90s, ceding CA to Dems permanently.
It may not be the best thing CA could do, but at least they can afford it, so it’s not THAT crazy.

My son plays basketball at a junior college out there, and I have to pay out of state tuition. I wonder if he can fake his citizenship?
