Gov. Jerry Brown has signed California Dream Act, legislator says

The lawmaker who authored the California Dream Act said Saturday that Gov. Jerry Brown has signed the bill allowing Illegal immigrants attending California universities to receive state financial aid.

Brown's office declined comment, and an announcement on the legislation has not yet been made.

But Assemblyman Gil Cedillo (D-Los Angeles) said he was notified Saturday morning by the governor's aides that Brown has approved the measure, which makes illegal immigrants who are accepted into state universities eligible, starting in 2013, for Cal-Grant assistance.

The governor’s action also allows those without citizenship papers to tap into institutional grants while attending the University of California and California State University systems, and to get fee waivers in the California community college system. 

Cedillo praised Brown as an "incredible leader with the vision and courage'' for signing the bill despite its great controversy.

Freepers have no idea how bad this law is.

This means every single illegal that qualifies for college will get free tuition, because financial aid is based on income, and technically, illegals don’t file tax returns and don’t have real jobs.

And this is happening while tuition fees are going exponentially up for Californians who are actual citizens.

CA already in-state tuition for illegals long before this year. This is a large expansion beyond that.

Part one of Cedillo's Dream Act expansion bill, signed earlier this year, made it possible for illegals to use private scholarships and grants.

This second part allows them to compete for tax payer-funded grants and other public dollars.

CA already had TX-type in-state tuition. Cedillo's bill, this is the second half actually, goes far beyond that. The first half allowed illegals to accept private grants and scholarships. This is the second half, giving them access to public grants and fundings.

I contacted Brown's office weeks ago recommending a veto. I thought he had more sense than to go here.

It is a violation of federal law but the courts have said the only ones who have standing to enforce it are the feds, no student has standing under the statute at written.

No Democrat is going to sue the states over it and no Republican will risk alienating the growing Hispanic voting block.

Proof that we dont’ need to increase taxes, fee’s etc, etc, to add “revenues”.

California is flush with cash.

So much so that we can take on additional programs with out concern about funding or deficits.

In state tuition for illegals appears to be against federal law but the courts (including SCOTUS earlier this year) have found only the feds have standing to sue. That’s not going to happen. Democrats are happy with the policy and Republicans are afraid of alienating Hispanics as happened in CA during the 90s, ceding CA to Dems permanently.

Thank you for the answer, if you don’t mind but I’m led to believe that the feds now can sue plus can they with hold money to those places which defy immigration law.

Of course that would not happen if I’m correct but if we get power back then we could do the above and drop the suit against AZ etc.

LOL! There are millions of illegals in Texas which makes your suggestion that Texas is so "law and order" with respect to illegal immigration laughable.

Illegal aliens, who live in perpetual violation of the law are not going to abide by some idiotic residency requirement for in state tution. These people didn't fulfill the requirements to legally enter the US in the first place, I don't know why you have such a hard time understanding this very simple concept.

How are they going to pay the financial aid loan back after they graduate since they cannot lawfully get a job because they are undocumented? These loans make subprime loans that brought this economy down look like AAA prime loans. Perhaps Brown can have Goldman bundle them up as undocumented backed securities derivatives, have S and P give them a AAA rating and sell them to the European banks to enhance their Greek sovereign debt portfolios.

What services that help Americans is Brown planning to make budject cuts from. Brown, Calif taxes are so high, nobody wants to live there and as more legal folks move out, more illegals are moving in. Every illegal will get a free education, their parents work at jobs paying very low wages, it takes all their wages to support the family week to week. That’s why they start having American kids for their American kids equal income, like, food stamps, welfare, all the freebies, you all know what they are. Calif is just handing out free college education.
