According to the article the funding for this was authorized soon after 9/11. Seems likely it has to do with extending the bunker...or reinforcing it.

Its not just reports. The Feds ordered (rush order)$1 billion in freeze dried from Mountain House about 6 mos ago. I also read the other day that they have made another large order. Just prepping like the rest of us. Only they probably know whats coming. Someone I know speculated the other day that maybe they are prepping to hide from us.
