"Governor Rick Perry has always championed the pro-life cause, tirelessly advocating for the sanctity of innocent human life in numerous ways," Texas Right to Life executive director Elizabeth Graham tells LifeNews.com.

If by "identical", you mean "not at all the same", yes.
Here’s what my friends who live in Texas tell me.
The idea wasn’t pushed by Perry.
The in-state tuition was passed with a veto proof majority in the Texas House and only 4 dissenting votes in the Senate because the people of TX, who are 40% of Hispanic heritage, wanted the program.
Perry’s response has been that the people of Texas wanted it and as Governor he listened to their voice through their elected representatives. Ten other US states also give in-state tuition. Most of the TX illegals are going to Community Colleges. With millions of college students in TX, just 16,000 have applied for the instate tuition program. They are not preventing other Texans from attending college.
These students must have graduated from TX high schools and met a residency requirement. Remember their tuition is not free and the people of TX felt it was better to give these young people an opportunity for higher education and possibility of a successful career rather than having them be a burden on the taxpayers.
