Russian Prime Minister Vladimir, already in campaign mode for a third term as president, said fraudsters who siphon off state money should have their faces smashed.
"The practitioners of kickbacks and graft should not only get a rap on the knuckles, they should have their faces smashed," Putin told an audience of Russian financial policemen.
Anti-corruption watchdog Transparency International rates Russia as the world's most corrupt major economy, ranking it 154th out of 178 nations in its corruption perceptions index last year, on a par with Cambodia, Kenya and Laos.

And that includes Putin.
They have the USA at number 22. Germanys number 15, but they hide a lot of stuff.

They do a lot more of this in China. I don’t know if the executions there are impartial or are motivated by political rivalry though. I suspect more of the latter.

How is that a capital offense? I'd say taking their god away (ill-gotten gain) would be enough to drive 'em nuts and insure that they don't cause any more harm. Before Enron, the Chinese had a similar issue and the executives involved got the death penalty or ended up in (a Chinese mind you) prison for life. Not one of them got any less. There is no reason that we shouldn’t do the same. If these Enron execs or Madoff had gotten the chair, I have to wonder if whether or not this would cause other fraudsters to shy away. Putin is probably saying out loud what many Russians think. There are a lot of scam artists stealing identitiies and laundering money and Putin is fed up with it, as are many Russians.
I think being stripped of their assets and a nice big conviction on their permanent record would be more than enough to end up shattering their lives.

Ol Vlad is running the biggest fraud in mother Russia. He gets a skim (say 2%) from numerous enterprises (mostly in oil, natural gas and minerals is my guess) that his friends and enemies own. Like a mafia style protection racket they gotta pay to play.
Putin’s speculated worth is 20-30 billion, seen in news reports. Skims is how the Mubarak family in Egypt got rich. Let others do the work and you get a percentage. In return Putin and Mubarak keep out competitors to an extent.....there are many permutations of this racket
I’m not convinced purging the Russian bureaucracy is going to improve its performance. Newcomers tend to be as abusive, venal and corrupt as their predecessors. There is no quick fix to corruption and sloth in Russia.
