Senate Dem seeks federal funding for diapers

Sen. Richard Blumenthal (D-Conn.) on Tuesday introduced legislation that would allow federal block grants that states now use to subsidize child-care services to also allow for the purchase of diapers and "diapering supplies."

The bill, S. 1778, would amend the Child Care and Development Block Grant Act of 1990 to allow diapers and related supplies to be bought with grant money provided to states. Under current law, the money is meant to subsidize child-care services to parents who are entering the labor force or are in job training and education programs. It also helps subsidize child-care services for certain eligible families.

Under the law, 4 percent of all funds must be used to improve the quality of child-care. A summary of Blumenthal's bill indicates that it would allow the purchase of diapers under this provision, as it would "include the provision of diapers and diapering supplies among the activities for which funds may be employed to improve the quality of and access to child care."

The federal program, called the Child Care and Development Fund, received $5 billion in fiscal 2011, which it distributed to all 50 states, the District of Columbia and scores of tribal governments. The program now helps to provide for an estimated 1.8 million children each month.

The program also received an extra $2 billion under the 2009 stimulus bill.

As the father of twin 6 month old boys, I am all for free diapers. Where are they?

I want free diapers. They only use about 24 per day!

Call me crazy, but I thought there was already this little thing called ADC/TANF out there that annually distributes billions in aid to families with children.

The federal government subsidizing diapers. I never thought I’d hear anything so dumb in my life.

Good grief!
I came to post the same thing.

What the heck did folks do in the days of large families, before disposable diapers?

I’m the oldest of 9 and have changed more diapers than most mothers of 3. Never used anything but cloth.
Pretty damn cheap by comparison!

The dems are going WAY outta their way to buy votes from the lazy class!

As a father of 7 here, we have probably bought hundreds, if not thousands of diapers. We paid for damn near every one of them.... cash money.

If they make this thing retroactive to 13 years ago, we’d probably be able to buy a car for the oldest with the proceeds when she turns 16! lol

People tell me I have a large family of four. I tell them four children are a joy to have. They have now grown to adulthood. Next for me is being a grandfather, though the kids aren’t ready yet. Congrats for having seven.

If this is for diapers for “needy children”, then hand out government issued diapers to qualified applicants.
NO CASH should EVER be given to the “parent” to buy diapers, period. CASH is not gonna do the job, and if they truly need diapers, they can get ‘em.

Food Stamps likewise should be stopped, and let the buyers produce Photo ID at “Qualified” grocery stores, and their account will be marked accordingly. NO FOOD STAMPS TO BE SOLD AND TRADED and/or exchanged for other-than-food purchases, period.
