Perry Takes Aim at Congress, Courts (more details on today's speech)

BETTENDORF, Iowa — Gov. Rick Perry is proposing to bring a little Texas to Washington — with a “part-time citizen Congress” that doesn’t meet so often, and whose members earn only half of what they make now.

The Republican presidential hopeful will also call for an end to lifetime appointments for federal judges, including members of the U.S. Supreme Court. And, as he proposed in his famous debate-night flub last week, Perry will vow to shut down three agencies of government.

This time he will remember all three: the U.S. Departments of Education, Commerce and Energy.

“Washington doesn’t need a new coat of paint,” Perry told Iowa Republicans Monday night in advance of the policy proposal. “It needs a complete overhaul.”

The initiative will portray Washington as the impediment to a thriving, free-market based economy. According to a summary of the reform proposal, Perry will say that members of Congress should face criminal penalties for insider trading, a controversial practice highlighted in a recent investigation by CBS’s 60 Minutes. He would also subject members of Congress to the Freedom of Information Act, from which they have remained exempt for decades.

SNEAK PEEK AT REMARKS: “I do not believe Washington needs a new coat of paint. It needs a complete overhaul. We need to uproot, tear down and rebuild Washington, D.C. and our federal institutions. Ecclesiastes, Chapter 3, says, ‘there is a time to plant and a time to uproot … there is a time to tear down and a time to build.’ It is time to tear down the monuments to bureaucratic failure and in their place build a smaller, more efficient federal government that puts the American people first.”

Perry’s “Uproot and Overhaul Washington” plan has a section for each branch:

1) “Fundamental Reform of the Legislative Branch: Citizen Congress, Accountability and Transparency … Work to establish a part-time, Citizen Congress … Cut congressional pay in half and repeal the rules that prevent members of Congress from holding real jobs in their home states and communities.”

2) “Fundamental Reform of the Judiciary: End Life-time Appointments to the Supreme Court … End lifetime appointments of federal judges by instituting an 18-year term limit. This would have to apply prospectively (e.g. not to current Supreme Court judges) and require a Constitutional Amendment.

3) “Fundamental Reform of the Executive Branch: Regulatory Reform and Reining in the Federal Bureaucracy … Support legislation to automatically sunset federal regulations unless Congress votes to renew them. … Work with Congress to dismantle, reform, and restructure wasteful, overbearing, and redundant federal agencies: The Department of Commerce, Department of Education and the Department of Energy would be completely eliminated.”

As for #1, and I know this wouldn’t pass muster,
but anyone whose net worth increased more than, say, 20% while they were in office would be disqualified for re-election.

Didn’t mean to put you to any trouble, I did a search and didn’t find it. I thought I’d try to monitor Fox around that time and see if there is any live coverage. This speech will certainly rattle a lot of cages.

The part-time, citizen Congress is a good sound bite..but a silly, and impractical idea..Governing the country, AND Congressional oversight of the government, which is woefully lackign and inadequate.. IS a FULL TIME JOB. Besides..if Congressmen had jobs, or owned businesses..the conflicts of interest are impossible to eliminate.

However, 99% of what Perry want to accomplis woith Congressional reform could be done with TERM LIMITS..I'd much rather see him propose that..
