The damn thing is a suborbital predator drone equipped with a high intensity long distance surgical laser designed to disable or destroy within the top secret and very precise coordinates of NSA GPS the electronic capabilities of the enemies of America.
It is one of Bush's War on Terrorism projects Obama was smart to preserve.
When he collapses the economy and declares martial law the dang things will take out the communications capabilities of any and all resistance movements—sort of like the Commies first taking over the radio stations in the days of the vacuum tube.

Not suborbital, it is a LEO (low earth orbit)drone. Likely equipped with kinetic smart weapons and small port firing devices intended to disable satellites.

The kinetic weapons have no launch signature, and appear as meteors when they enter the atmosphere. For some reason they seem to be attracted to rouge atomic facilities in the mid-east and south west Asia.
