Gov. Jerry Brown has formally proposed a $7 billion a year increase in sales and income taxes to close the state's chronic budget deficit.
Whether it will be the only tax increase on the November ballot is uncertain. Several others are in the works, and if they reach the ballot as well, voter confusion could doom all. But assuming that Brown's stands alone, how would the campaign shape up?
By next year, he presumably will have pulled the spending cut "triggers" built into the 2011-12 budget because revenues are not meeting its extremely optimistic levels, which would mean schools, colleges and some social programs would be hit again.
Also, he and legislators would presumably have put together a 2012-13 budget that continues or even expands those cuts. Therefore, he and his union allies will argue that raising taxes – income taxes on the rich and sales taxes on everyone – is absolutely necessary to preserve vital programs, especially education.

Get GOP to think GOP's political life will be extended if they don't oppose it and afraid GOP's status will be injured if it does oppose it.
Easy.
All of CA’s over-taxation and over-regulation will bring good news in the not too distant future.
They will reach a point where they can no longer pay for their regulatory utopia and support of the poor (illegals too).
The GOP won’t have anything to do with it. The RATS can put anything they want on the ballot, but the people won’t vote for it. And while the people will vote for any crazy spending or borrowing scheme, they won’t vote to increase taxes on themselves. So a year from now, the smoke will blow away and the mirrors will finally come crashing down.
Yeah, but the illegals will be here, and we can’t seem to be rid of them. They will have anchor babies. They will want the stuff to which they are “entitled”
This is a Kalifornia problem that Californians must repair without help from the other 57 states.
I hope we can get it done soon before we drag the rest of the country down with us!
