Supreme Court to settle election district scuffle in Texas as a map signed by Rick Perry is accused of diluting minority voting power

Texas’ March primary will likely be delayed after the U.S. Supreme Court on Friday blocked the use of state legislative and congressional district maps that were drawn by federal judges.

The court issued a brief order late Friday that applies to electoral maps drawn by federal judges in San Antonio for the Texas Legislature and Congress that would have ensured minorities made up the majority in three additional Texas congressional districts.

The justices said they will hear arguments on January 9th, likely delaying the scheduled March voting primaries that would use the maps, to the end of May.

The judges issued the new maps for the 2012 election in Texas after a lawsuit was filed in San Antonio over redistricting maps drawn by the GOP-led Legislature.

The maps were to remain in place until the lawsuit was resolved.

The Supreme Court’s order brings to a halt filing for legislative and congressional primary elections that began November 28.

....In the second of two separate court cases in the redistricting fight, a federal court in Washington has refused to approve the Legislature’s redistricting plan without a trial, agreeing with the Justice Department that there was sufficient evidence to question whether it hurt minority representation.

Like other states with a history of racial discrimination, Texas can’t implement new maps or other changes to voting practices without federal approval under the 1965 Voting Rights Act.

The state asked a court in Washington to sign off on the maps, but those judges refused.

4. Texas is not a “weak governor” state. A common misconception. It used to be true, but during his historic governorship, Perry has reinvented the office as a power center. This may be his greatest accomplishment. Yes, our state constitution, written the year before Reconstruction ended, created a weak governor’s office (as did most constitutions of the states of the former Confederacy). We had two-year terms (the Legislature changed it to four-year terms beginning with the 1974 election) and a fragmented executive department with power divided among the governor, the lieutenant governor, the comptroller, the land and agriculture commissioners, the attorney general, and the railroad commission. But Perry has used his appointment power to install political allies in every state agency, effectively establishing a Cabinet form of government and making him vastly more powerful than any of his predecessors.
Gaffes & debate performances aside, Rick Perry knows how to exercise the power of the Executive. He is vastly more suited to it than any of the current candidates. If you're basing your decision about Perry on a weak Texas Governorship, you're making a mistake.

Nice spin. The only thing that changed Constitutionally in Texas was that Perry has been able to serve so long. He still has little control over the budget process as compared to the Lt. Governor.

Did you get that talking point faxed from the Perry camp, or do you have those on file somewhere?

As I said before... if this has an 'opt out', then why mandate it at all? Answer: Perry let emotion override reason and sound judgment to which he admitted in New Hampshire in August.

No one gives a crap about Ricky’s dead candidacy. This is about reminding the people of Texas precisely whom is responsible for the chaos over redistricting — Ricky’s little leftist love puppet, Xavier Rodriguez. No liberal Perry judges appointed like Rodriguez, no judicial activism like this current garbage. Cincy’s Wife ain’t gonna get away with lying about Perry’s role to make him look heroic when he himself is 100% to blame for this crisis.

Perry has a long way to go to recoup if he’s going to be a factor in the primaries. But it’s fun to watch those that say he’s toast, done, gone, an idiot, etc., spend so much time pounding and pontificating on a failed candidate. They must still be afraid of him or think he still has the potential to win or else they’d spend their time destorying someone higher in the polls. Interesting to say the least.

I think in this case it is state supreme court.

Judges are way too powerful.

Rick Perry’s belief in term limits for all judges is an excellent idea.

No spin whatsoever. You missed the point. I made no suggestion that anything had changed constitutionally in Texas.

Because Perry has served so long, he has been able to appoint allies in important positions of power. He has essentially created a cabinet where one does not exist. He runs Texas as if he had a cabinet similar to that of the Executive in D.C., which means he is not ill-equipped to run such a form of government as you suggested.

My problem is that many Perry supporters are actively bashing candidates who poll above Perry.

The only way Perry can climb back is to make the case why he is the best choice. Tearing down others does not advance that.

Did someone tell you that Rick Perry cannot articulate his beliefs?

Maybe not as well as you’d like in 20 second bites, but he’s successfully articulated his beliefs on Fox News, on the Leno show and during every interview he’s ever had and every speech he’s ever made.

He’s articulated his beliefs well enough to be the governor of Texas longer than anyone no matter who ran against him.

Don’t buy the idea that Rick Perry is inarticulate.

Come on over and join the team.
