While in no event is it moral to act on homosexual instincts, we should recognize that there are people who have homosexual instincts, sometimes even if they don't want them.

I honestly think there are - for the sake of this discussion - three general categories of homosexuals -

ones who are born that way (a difference in how their brain's hypothalamus was formed),
ones that are driven there by ugly circumstances in their childhood (not by conscious choice), and
ones who choose it in a more conscious act of rebellion and hedonism.

My hunch is that people in the first group are very capable of conservative and rational thought, the people in the second group can possibly be reached - but with the understanding that their life's experience may make that difficult, and the third group is beyond political reach.

All deserve our prayers. In particular, being in the first two groups must be extremely difficult.
