I believe Romney was betting that Perry was wrong to say that his [Mitt’s] suggestion of having the rest of the country adopt the MA mandated program was not included in the paperback edition of his book, “No Apology.”

Rick Perry didn't entirely rule out running as VP. He asked rhetorically Why should I?, and when pressed he referred to the often quoted line about being VP is not worth a bucket of warm spit.
I highly doubt that he would accept such an offer. However, depending on the nominee, and if Perry was convinced that he would play a significant role in overhauling the Federal Government, a la Cheney, then he might give it serious consideration.
Also, given that Texas will go for the GOP nominee, I doubt that he would be asked.
I think it more likely that Rick Perry will be the one asking someone to be his running mate.

Thanks for the clarification: a Newt/Perry ticket now seems a possibility, but Perry’s “ratings” will have to start climbing, or Gingrich will see no advantage to Veep-ing him.
I expect to hear the name “Rubio” more and more in the next several months.

I’ve been wrong before but I don’t think Perry would take veep.
And if Perry should get the nomination, I don’t see him selecting any of the current candidates for his veep.
But, it’s getting closer and time will tell.
I think Perry knows Newt well enough to realize that Newt’s ego would not incline him to give much say to a vice president and I don’t think Perry would leave an important job to be a figurehead.
