I have always though that someone that puts a virus on your computuer is committing vandalism. Each computer effected in another act of vandalism...also no different than breaking into your house and smashing your 40 inch plasma tv with a baseball bat. You have a malicious breaking and entering, vandalism, denial of the victims right to access public information, with a business, its money lost, and who knows what else. It should be treated as a major crime, not just 15 year old playing with his computer to see what he can do...People that do this are criminals...
