What is it that we are doing for them? The article doesn't say we are doing anything - that is if you are speaking about the U.S. as "us".

Most likely. Mariners are very good about putting politics aside at a time like this. The prevailing attitude is that it's all of them against the sea and that you might just need the same help tomorrow. There are even cases of sailors risking their lives to keep others from drowning after having sunk their enemies ship.
