MJ posession in CA at less than an once is essentially legal, even though sales are not. Seems to me folks will just go back to buying it on the streets if all the pot stores close. And while there are some folks who use it for medical reasons, the vast majority of pot store customers, are just addicts.

Sacramento County, which saw as many as 99 marijuana stores open in the past two years, has aggressively used building codes and zoning violations - and fears of federal prosecutions - to shutter all but six dispensaries.
Now that they've seen the legalized pot culture in action, it looks like the local politicians have changed their minds. I think they are the ones calling in the Feds for help.
