For your general fund of knowledge, honorably retired military officers are still entitled to their rank “title”, and are even authorized to wear their uniforms if they wish. Yes, I understand that, but in this context, West is functioning as a congressman. Therefore "Rep. West" is the more appropriate title. It's the principle of a civilian government.

I prefer to honor the mans service to country and take the time to address him as:
Lt Col (Ret) Rep Allen West (R-FL22)
I just wish I could refer to Col Oliver North as his VP!
