Incident happened in Los Angeles — Hollywood, at the intersection of Sunset Blvd, & Vine. And according to witnesses he was yelling the islamic chant Allahu Akbar while shooting people.

Times article you cite sheds no light on the matter at all.
An eyewitness clearly stated that he heard the gunman shouting "Alahu Akbar" as he shot.
Here’s the link to the channel 5 report. . the witness’ statement is at 2:37 on the clip.

OK. One excitable, obviously foreign-born witness quoting him as shouting Allahu Akbar!
. But there are no other witnesses and no information linking the guy to jihad. I don't buy it. If the witness is accurate, it could easily be he just shouted it for effect, perhaps having seen some jihadi clips on YouTube. I would need evidence of his prior interest in Islam to set any store by the account of a single witness.
