Will this law apply to illegal aliens or will they be exempted?

Exempted, I'm sure. Heck, they already exempted illegals who don't have driver's licenses from having their cars seized at sobriety checkpoints. So if you're a caucasian or US citizen without a license, your car's seized ... if you're illegal, you're home free.

Surprise is very nice ... many retirees. Closer to Lake Pleasant and northern (cooler) Arizona than Tempe. Lacks the personality of the more established areas of Metro Phoenix though. Cookie cutter neighborhoods
