According to the LA Times, he was a German national, had Chechen travel papers, and his mother is Russian. His mother is in the process of being deported. Theres a lot of possibilities here.

Chechens are technically Russians since Chechnya is incorporated into Russian Federation and residents are geven Russian passports.
