God forbid that the GOP’ers should come to a full session to deal with Obama’s recess appointments.

No, they’ll pee and moan like fools and take what’s dished out, so long as they can keep their vacation.

Wonder if House rules also provide for many consecutive periods in regular sessions when no business is to be conducted at the whim of the Speaker?

If not, that may be what O is hanging his hat on; i.e., if the House refuses to do business or refuses to allow its opposition to take the floor, it's effectively in recess. The Executive branch might argue its rights and duties are described in the Constitution and are not subject to or limited by House rules or customary practices. (??)
