I think using assassination as a policy tool fits in the Democratic way of thinking on national policy. They don’t like spending money on conventional forces, but spies and special forces have two benefits; they’re cheaper as a whole than conventional forces and there are fewer casualties. This is a good example of asymetrical warfare. They build a nuclear arsenal, the other side rents a couple of motor scooters and wires about $20 worth of explosives to a handful of cars. Somebody is learning their lessons very well.
