However, there would be TV, radio, short-wave radio and telephones I presume. If all of those are also blacked out I think it would be safe to assume the problem wasn't just with your own equipment.

TV and maybe sometimes radio would be hard to trust, that with the “massive” meaning fifty people and thousands of people becoming “a few”. Telephone would be slow, yet a good option. Ham radio would be the best, but it’s not even close to Twitter in raw numbers.

Radio has so many options as far as points of view it would have to be shut down completely to keep it from reporting that the internet had been shut down nation-wide. As for TV; I hope they do fail to report something that big. It would finally rip their veil of faux partiality completely away and virtually no one would trust them on anything again. I’ve been waiting for and expecting the MSM orgs to go a bridge too far for years.
