It’s the sign of the times.
We are officially in World Depression II (WDII).

I agree. Lots of bathroom and shower facilities, food preparation, trash collection, security. Sound good.

Who wants to pay for picking up trash and mopping up poo after the skid row winos have occupied the place?

This will be good. Good luck getting the occupiers out on game days.
Second thought: how obscure can a 1988 law be? 1888 (set your flux capacitor accordingly), I could understand, but seriously?

I think Congressional offices should be homeless shelters when they are out of town.

Good use for the facilities. After all didn't we convert Orange Bowl Stadium into a tent city during Jimmy Carter's day to house homeless refugees?
And didn't Tony Montoyo get a fresh new start on life in one of those tent cities.

The guy on the left (Rocky Echevarria), will always to me be the guy from "¿Qué Pasa, U.S.A.?"
My High School Spanish Class actually went to a taping of one of their shows at the WPBT studios.
