(STATEWIDE) The homicide rate for African Americans in Wisconsin is almost five times the national rate. A new report using FBI statistics ranks Wisconsin in the top ten for the percentage of black murder victims.
The figures are from 2009. Of the 146 murders in the state that year 79 of the victims were black and most of them 66 were young black men. Most 60 percent knew their killer. Josh Sugarman heads the Washington, D.C. based Violence Policy Center that produced the report crunched the numbers and produced the ranking. He says gun control laws are the key to reducing the number of young black man being shot, "The state with the lowest gun death rates over all have far more comprehensive gun control laws, lower rates of gun ownership compared to states that have more lax or non-existent gun control laws and higher rates of gun ownership."
But Madison Police Chief Noble Wray says limiting access to guns is only part of the solution. He says young black men have become disillusioned with the criminal justice system and too many are involved in a violent subculture where guns are seen as the ultimate equalizer, "In the subculture is that opposed to getting into a confrontation and harming you I want to do the ultimate and we've got to move away from that and that is something that has to be addressed in a personal responsibility with African American males because they are killing each other."
Wray says his department is trying to do that through gang intervention techniques. He says the only good news is that the homicide rate is lower than it could be, thanks to advances in emergency health care technology that now saves many gunshot victims who would have died in the past.
What is the employment rate of the black people? Wisconsin I thought would be fairly decent place for black people to live. I wonder how many were self defense? AZ has lax gun laws and the blacks here are not killing each other.
They don’t point out that typically 90 percent of crime against blacks is by other blacks.
Unemployment has little to do with it. Race has little to do with it. The link is culture. Culture tends to be conserved. There are black cultures that have low crime rates. If you look at Jamaican blacks in the United States, they have a much lower crime rate. Rural blacks have a much lower crime rate. Most murders are committed by and of a very small urban black criminal culture.
