For years defendants in tort cases have said that Philadelphia's courts are biased, but little in the way of empirical data was available to substantiate the claims.
But, a new study - by Professor Joshua D. Wright for the International Center of Law and Economics (ICLE), Portland, Ore. - indicates that the accusations of structural biases in favor of plaintiffs are justified.
Wright is a law professor at George Mason University School of Law School in Arlington, Va.

The answer is simple ... lots of “Holders people” on the juries ... they are easily manipulated.
Lots of 'em see Civil Suits as a means to get Whitey's Money (which he has too much of, and should SHARE, like Obama says).
Litigation Lotto, which is what these people see it as, along with their regular play of the Lottery with their EBT's and Welfare Checks.
