Heritage's index, which looks at government disbursements from health and welfare to farm subsidies, jumped 8.1 percent in 2011.
The share of Americans who pay no taxes rose to a record 49.5 percent.
A record 70.5 percent of government spending went to dependence programs.

Its been the Dems’ plan since at least Franklin Roosevelt. Get the masses hooked on the heroin of government handouts. Turn them into dependents who scream and riot when you tell them they aren’t going to get their next fix. First it was the poor and people down on their luck. Now its the middle class and Wall Street. Everyone gets a handout from Uncle Sam and everyone expects “the rich” (ie, someone else) to pay for it.
Bump. You expressed it perfectly.
How many retirees receiving Federal Funds are military retirees? How many are Civil Service retirees?
In both cases those individuals “paid” for their retirement through 20 or more years of service to the Republic. This retirement was part of our “contract”. A ‘contract” frequently modified by Congress-critters, always unilaterally, at the detriment of serving military and civil service personnel.
All others, including Congress-critters, are valid numbers.
Truth be told, I am a 20-year military retiree.
What happens when you continue to build an inverted pyramid out of playing cards?

I love it
when a plan
comes together!
Started with LBJ and has gone up, up, up ever since. Republicans have helped it go up, up, up. There is NO difference between Dimocrats today and the Republican RINO Party. None. All politicians lie. Every stinking one of them. I don’t believe any of them. They tell you one thing to get there and then do what they want too do and then next election lie it away and the sheep keep voting for them. Just look at the polls. EVERYONE says to DUMP the Congress. But, when they say something about your congresscritter, you say, oh, but my guy is okay. He does a good job. Well, that is what the others say about theirs and there is never any changes. We are stuck with the same liars until they drop dead.
I’m the poster boy for this.
Went from making good money and employer health insurance to Social Security and Medicare.
The problem is this is unsustainable - the govt p*ssed away the money we put into the system while we were working.
So far I haven’t got my invite card for the “death panel” scheduler.
The chart also states that these people are not represented on a return which would mean they are also NOT filing a tax return nor are they claimed as a dependent on another return. No return and no federal taxes also means they pay no state income taxes. It also makes it highly questionable if they are paying any Social Security or Medicare taxes as well.
You have not been paying attention....at all! Useful Idiot might suit you well...........
I consider it completely unimportant who in the party will vote, or how; but what is extraordinarily important is thiswho will count the votes, and how. Я считаю, что совершенно неважно, кто и как будет в партии голосовать; но вот что чрезвычайно важно, это - кто и как будет считать голоса. - Josef Stalin, 1923, as quoted in The Memoirs of Stalin's Former Secretary (1992) by Boris Bazhanov [Saint Petersburg] (Борис Бажанов.
The footnote on the heritage page states.

It is true, of course, that many of these households paid payroll taxes.
They are assuming people paid payroll taxes. I don’t see any way they can calculate the payroll taxes from chart 1.4 of that IRS publication. That footnote also contradicts the chart earlier in the article. I am sure there are probably some people who worked a few weeks out of the year and paid a minimal amount of Social Security and Medicare but no federal taxes and didn’t file a return. However, I would wager the vast majority of those without a return paid nothing.
That being said, if someone is working and paying payroll taxes throughout the year, where are their returns? Even if you are under the poverty line and claim a high number of exemptions with no federal taxes withheld, you would most likely file a return because you are due a few tax credits and a huge refund. Thus, a net of zero taxes paid. However, these people aren’t on a return. That means they aren’t working or working “under the table” illegally.
When taxes are deemed too high by a populace, they tend to avoid paying taxes as much as possible. That is what we see happening right now in the US.
