Madison - Three days before new election maps were made available to the public, Republicans supplied copies of some of them to former Assembly Speaker Scott Jensen, who now heads a group that spends heavily to elect GOP lawmakers.
The emails show the Republicans drawing the legislative maps were willing to share their work with Jensen and other outsiders just weeks after having nearly all Republican lawmakers sign agreements to keep them secret. They did not provide the maps to Democrats or the general public at that stage, and strenuously fought in court to keep their documents out of the public domain.
They argued that most of what they produced was subject to attorney-client privilege because they had hired lawyers to help draw the maps. Yet, at the same time they shared them with Jensen who, in turn, gave them to a fellow supporter of voucher schools.
A panel of three federal judges has repeatedly rejected the Republican lawmakers' arguments on privilege, and they ordered Thursday that a host of documents had to be released.
The contact with Jensen first became public in December, when a legislative aide was deposed by a group suing over the maps. The emails released this week provide more details about their interaction.
"The audacity of intimately involving the head of an outside issue campaign organization in the redrawing of legislative districts is stunning," said a statement from Mike Browne, deputy director of the liberal group One Wisconsin Now. "In their world, there are no lines between campaign cash, shadowy third parties and legislation."
Jensen said Friday he did not weigh in on the maps and was contacted only so he could put Republicans in touch with a Hispanic leader about maps that affected his community.
