Conyers on payroll tax bill: ‘I did not read the bill before it was voted on’ [VIDEO] By Nicholas Ballasy 4:19 PM 02/17/2012

Following the passage of the payroll tax cut and unemployment benefits extension, Democratic Michigan Rep. John Conyers, the ranking member on the Judiciary Committee, explained to The Daily Caller how he had not read the legislation prior to voting for it.

Conyers was asked by TheDC why he supported the legislation when the payroll tax cut portion of the bill was not funded by spending cuts.

“Well, I could vote yes or I could vote no. I voted yes because I didn’t want a payroll tax to be restored on working people and besides I wanted the doc fix in there too,” Conyers told TheDC on Capitol Hill Friday.

TheDC also asked Conyers if he read the bill before voting for it.

“I did not read the bill before it was voted on. I’ve been following it for about 8 months,” he said.

On whether or not the final version of the bill should have been available for at least three days before the vote, Conyers said “look, you can have two days, three days or four days. Yes, absolutely.”

As of Thursday afternoon, House Speaker John Boehner said the final version of the legislation had not been filed.

“First we’ve got to get the bill filed. There’s a technical issue – drafting issue that’s trying to be resolved but we’re working with members on both sides of the aisle to talk about how best to move forward,” said Boehner Thursday.

But he’s a black democrat which means his district’s black population will vote for him until he dies even though he doesn’t do his job. Oh, and he’ll collect a nice fat pension when he retires.

This concerns another piece of legislation, but it's still Conyers.

CONYERS: I love these members that get up and say, "Read the bill." What good is reading the bill if it’s 1,000 pages and you don’t have two days and two lawyers to find out what it means after you read the bill

Has Conyers EVER read any legislative bill that was placed on his desk? His very ability to comprehend the written word should probably be subject to question.

For this very reason, no piece of legislation should ever be longer than maybe five pages, with a simple outline of its intent being included as the first page.

And some would STILL not be able to understand what they were being called upon to approve.

Yes, I am of the opinion that those that actually read the bills they vote on are few and far between.

It is frightening to think of all the things that have been slid into bills and what could be put in them and our elected hacks wouldn’t have a clue.

We gripe and moan about literacy and education in this nation but look at our elected leaders. The majority of the leaders of our nation won’t do homework or read.

How can we expect anything from the children when we elect THESE types? We should be able to point to these elected officials as role-models. Something children would aspire to.

Ha...lazy good for nothin’ welfare bums is all most of our elected officials are. Up there collecting a decent check, awesome benefits and getting under-handed connections for themselves. They do pretty much jack-nothing, unless they see personal benefit!

U. S. Constitution, Article IV, Section 4 - Republican government

" The United States shall guarantee to every State in this Union a Republican Form of Government

A "republican" form of government is one in which the people elect representatives who represent them to vote on their behalf. Not knowing whether a yes or no vote is in the interest of helping or hurting those you represent is in no way representing them.

Basically, this means that the guarantee of the Federal government to represent your interest in Article IV, Section 4 is not obeyed if your representative doesn't know what he/she is voting yes or no on. Any admission by a representative or senator of not reading a bill that he/she voted on should be cause enough to rule such a bill unconstitutional.
