Indeed, I guess I'll have to read the particulars of that Act. I'm pretty sure it doesn't cover members of Congress, but agency employees are definitely limited by that law. Of course, there might be another "loophole" for political appointees like Sebelius.

Regardless, I hope someone has her name on a bucket of tar.
