Gov. Dennis Daugaard has some concerns about a bill to let South Dakotans carry concealed weapons without a permit, but is leaning toward signing it.
The governor read that measure, HB 1248, Friday morning and plans to listen to past testimony about the bill before making his decision. Hes particularly interested in concerns raised by law enforcement agencies, saying he generally (tries) to support law enforcement.
But the governor also frequently says hes an active supporter of gun rights, and that feeling may come out on top with HB 1248.
I may not sign it, but I am inclined to do so, Daugaard said.

It would take a real dunce to cave on this one.
IMHO the Guv is a committed Rino, having proven so as the lead man while Lt Guv, implementing a host of measures back in 2007 paving the way for obama care before obama care was anything other than daschle care and taking a large sum of federal cash to insure the state would continue to be compliant. Last year the legislature continued in the same vein passing more legislation continuing the process. The only thing even close to standing in the way is the supreme court case which may not be settled until 2014.
This year “the people” again took it in the shorts on a number of issues as the governors office and a host of lobbyists overrode the citizen testimonies on a number of important issues. For a conservative state, it was not an inspiring year. A few minor wins while the major issues went the way the main streamers in the party desired.
Oh, on the subject at hand, what does “shall not be infringed” mean? I’m guessing that his mind is made up and we are witnessing some theater, however the vote goes.
