It could have applications, for instance, reducing the swell in the vicinity of an oil rig off shore to facillitate loading and unloading supplies, tubular goods, etc.

To make it easier for tankers to hook up at loading or offloading facillities

...and military applications as well...

If made rapidly deployable, it could give a vessel in distress an edge, or at least improve the chances of getting survivors off.
