In 1992 Bill Clinton made the comment that he believed all the natural resources belong to the country as a whole and not the individual land owners. It was his belief that individuals could only own the surface of the land, not the minerals below the surface or anything defined as natural resource on the surface, water, timber, etc.

No, the problem is that the powers the President wields are far in excess of Constitutional permits regardless of who sits in the White House. George W. Bush was just as bad in that regard. Most folks just don't know how badly they've been had, much less for how long.
However, gaining some perspective, this is an updated rehash of EOs issued by Clinton and Bush. The most level, fair critique I've read is the one at Hot Air titled, "National Defense Resources Preparedness" executive order: Power grab or mere update?

There was a pretty good analysis on the sidebar this morning. Effectively, the main reason is that we now have a DHS where we had various other lines of authority. The purpose was a clarification.
Now, that does NOT mean that everything is hunky dory and we can go back to sleep. Effectively, pursuant to the bankruptcy of 1933, the President has been invested by our creditors with illegal and unchecked military powers within US borders (which is why I provided the link above; I urge you to read it all).

Sorry, I thought my prior post had a link. Must have goofed in posting. As to the article this morning, here. I did not say that the article went back to 1933. I was saying that the powers have been in place since 1933 and did offer and refer you to a link above to Barefoot's World that discusses the War Powers Act and the Trading with the Enemy Act. I urged you to read it. Did you?

They haven’t followed the constitution in a while - and that is because we don’t fight for it.
In the end we have pushed for this imbalanced mess - to follow the constitution means stopping the giant monstrosity that is the Federal Government. Unfortunately we all wanted the FedGov to push our pet political ideas (with the power of a gun behind it). And they did our bidding and now everything is a federal crime. Everything is a lawsuit. And everything we do has to be approved by a bureaucrat in Washington.
The FedGov, according to the constitution, shouldn’t be pushing anyone’s pet ideas. They should be in existence to protect our liberties and our borders and that’s about it.
But everyone wanted this monster - and now we have it - the same monster that will eventually crush christians and conservatives. We can all point our fingers in the mirror to see who is to blame. We asked for a mighty, ruthless giant, and we got one. God help us.

I find it amazing that the entire leftist media still follows him and no one questions his actions or motives.
