If that is the wording, and it happened as he states, good luck getting that to stick.

The real lesson is, if you are a man, never help a woman or child. The risk of legal liability is to great.
I meant the wording of the ordinance. If the man did as he says he did, he did not violate the ordinance. Simply asking people if they need help, and even trying to politely compel them a bit (ask a second time like, “are you sure...”) if things look really dangerous, would not violate that ordinance.
What I see is the agents of the state letting the peasants know that the purview of the state will not be impinged on by private actions.
That makes me uncomfortable. Arrest that man.

After the criminal case here comes a civil suit by the girl's parent since he didn't call 911 for the state to provide warm coats, hats, gloves etc.
You've got that right. I remember a couple of years ago, I was dropping my daughter off at a birthday party and was then on my way to work. I told the other mom my husband would be picking up my kid. She looked at me and said - I'll need to ask him for ID because I've never met him - I was speechless and then she was speechless when I told her my husband is the child's father and she had met him plenty of times.
