Obamacare rationing panels an ‘immediate danger to seniors’: former AMA president

March 21, 2012 (LifeSiteNews.com) - Concerns over the new health care law’s system for rationing health care - famously dubbed the “death panels” by Sarah Palin - have been reinforced by a former head of the American Medical Association, who said the advisory panels “will essentially mean rationed care” for the elderly.

Former AMA President Donald Palmisano wrote in a Daily Caller column Monday that the Independent Payment Advisory Boards (IPAB), tasked with keeping Medicare expenses under control, would have little oversight as they deal with the disproportionate cost burden from seniors with greater medical needs.

“The 15 officials who will make up the board will not only be empowered to make what is expected to be billions of dollars’ worth of cuts to Medicare every year, but will be required to do so when spending exceeds targeted rates,” wrote Palmisano.

“PAB’s recommended cuts will become law unless a supermajority in Congress vetoes the board’s proposal and creates its own cost-cutting proposal of equal size — an unlikely scenario even in the most harmonious of political times.”

Although the panels are expected to focus on cutting payments to the doctors themselves, Palmisano said that Medicaid providers are already being sucked dry - and warned that a more brutal form of rationing, using adjustments based on “quality of life” as already practiced in Great Britain, was likely in store.

“IPAB may eventually be allowed to resort to Great Britain’s chosen rationing methods and refuse to provide certain effective treatments to patients who need them based on costs and patients’ remaining ‘quality adjusted life years.’ Though the law currently forbids IPAB from engaging in such behavior, there is little reason to believe these rules won’t be changed — or at least stretched — down the road as costs continue to balloon and political dynamics change,” he wrote.

Palmisano warned that a group of lawmakers urging full repeal of the Patient Protection and Affordable Care Act (PPACA), instead of piecemeal attempts, may miss the opportunity to block the most dangerous parts of the law, such as IPAB.

“[I]f Congress misses what could be its last chance to eliminate IPAB — one of the most egregious aspects of the law — it will be doing a disservice to seniors who need good medical care now and in the near-term future,” wrote Palmisano.

Any senior that was too stupid to notice that ObamaCare was to be funded in part by cuts to MediCare doesn’t deserve sympathy; it was trumpeted as a warning at the time ObamaCare passed (America’s seniors were thrown under the bus to provide insurance to younger, working-age illegals, because as Joe Wilson said, Obama lied).

You can't have finite resources without rationing of one kind or another. In an open market, you get as much medical care as you can afford to buy, or else as much as your insurance company is willing to pay for. In a closed market, you get as much medical care as the provider is willing to deliver.

The government-controlled closed market will necessarily include government-defined limits on medical care just as there are government-defined limits on receiving so-called "welfare," food stamps, "free" legal aid, "free" education, "free" housing assistance, et cetera. The more people who demand "free" medical care, and the more expensive such care becomes, (the inevitable result of government involvement in any enterprise,) the fewer dollars will be available for any given patient. The modern golden rule applies: he who has the gold makes the rules. How long will it take "professional" medical bureaucrats in Washington, D.C. to decide children and tax paying workers will receive better medical care than retired people? That's already been decided. How long will it take those same bureaucrats to discover they can deliver medical care and withhold it from members of selected groups? How long will it take them to realize more medical care dollars can be sent to people in blue states than red, registered Democrats than Republicans, people who visit Marxist web sites than Free Republic, people in Chicago than rural Wyoming? We've already seen how the so-called "stimulus" money was so-called "invested." We already know how the so-called "investments in green energy" were divided among companies whose top investors and managers contributed to the current occupant of the White House's election campaign in 2008. Do you really need to wonder whether access to medical care will be any different?

People believe government is going to take care of them. The simple truth of the matter is they turned themselves into government serfs a long, long time ago in return for the patently false promise they'll be taken care of. The only thing government consistently takes care of is government.

Wait until the shortages kick in and Americans have to make an appointment and then wait months to get the lump on their breast checked. Ofcourse, democrats will race and sex bait that waiting time shoving people they hate to the back of the line and permiting their pals to cut in line.

People are going to go ape over what has been done to America’s medical care system. But it will be long gone. The diversity third worlders who know not better, won’t have a clue of what occured. And America’s medical research? It will be a memory.

Although the panels are expected to focus on cutting payments to the doctors themselves . . .

A few years ago, at work I overheard a doctor talking with someone else about Medicare and he said that his practice's average Medicare income is $17.00 per hour. That's less than a graduate nurse makes per hour here at this hospital I work at.

Wonder what doctors will make after Medicare attempts to cut payments more.

Doctors have sat quietly and allowed BO and the Dems to get Obamacare passed. They could have spoken out, organized, and made a stink about what was happening.

They knew.....but did nothing.

Wonder what doctors will make after Medicare attempts to cut payments more.

For those that don't remember, Hillary care would make it illegal for a Doctor to provide services outside the guidelines and it would be illegal for you to seek care that cost more than medicare paid. This will go there rapidly because Congress has handed their Constitutional power to a few political hacks. We indeed live with useful idiots and traitors in both houses.

I dont understand why no one has Mentioned Ezekiel Emmauel,Rahms Brother, He is the author of “The Complete Lives System” Google it,This Guy got 1 Billion dollars from the Obama Stimulus Package for the “Comparative Effectiveness Research Panel”,That is the Board that is Coming up with the Standards FOR THE IPAB! Read this guys Lives system for The USA,Never Mind Britain! the Majority of the Health Care Spending is Done on those between the ages of 15 and 45,Quality Life Years outside of that on the Young end you have not lived long enough to be of any use and over that ,you have already had your Quality years,sorry go Home and die.

You’re right; they flocked to him because Republicans wanted to grind old people into dog food, or whatever other nonsense they fell for.

They used to be a difficult group to cross; now they vote for the party that is prodding them onto the cattle cars. They’re retirement savings and social security payments have been diluted in value, and they are being squeezed for the costs of housing, feeding, and schooling the “replacement Americans” while their own children (in their opinion) can’t afford to have families.

I’ve seen it posted that there wouldn’t be a Democratic Party without women (it may have been an Ann Coulter observation); I’d maintain that you can throw retirees into that mix as well, though they apparently aren’t a force to be reckoned with anymore (unless it just became so easy to buy them off, like “black ministers”).
