Perhaps when it is 90 degrees outside, someone wearing a hoodie seems a bit off (unless of course they are a nun).

When I see a student with a hooded sweatshirt and the hood up, I'll ask him "Is your parole officer in the school today?" If he answers "No." I'll tell him it's OK to put it down.
Also, a gentle admonishment that "You're undies are showing." within earshot of the girls usually leads to a cleavage coverage.
