The solution for all the killings in Chicago proposed by Mayor Rahm Emanuel is . . . wait for it . . . register all handguns in IL at $20 each per year. What's not said: Chicago (and Cook County) forbids ownership or possession of handguns. Good idea, Rahm . . . NOT. No word as to where the money generated is going, but it's probably earmarked for Rahm and his crony's pockets.
