These police departments wonder why no one respects them any more.

It might be going a bit far for just a traffic ticket, but involvement in a scheme like this would taint that officer for all other subsequent tickets.

I can't remember what the legal term is for this information, but any derogatory info regarding a law enforcement officer is discoverable by the defendant. That is why it is so surprising how many police officers win their jobs back in arbitration after serious misconduct. That officer is almost useless to his department because any arrest he makes will be challenged on his history of poor integrity.
