I'll take a WAG and say it's so he can fabricate a "crisis" by which he can deploy the bulk of our armed forces overseas so there will be less military resistance when the SHTF as he imposes martial law using his "civilian security force."

Of course he fails to take into consideration millions of armed civilians, many of whom have had prior military service and have never forgotten their oaths, myself included.
