B-2 Bob Dornan lost an election in CA to the broad who used an Hispanic name. It was brought up in challenges that voter fraud was used by the winner. The governing body said “Yes, there clearly was fraud, but PROBABLY not enough to throw the election.” If the sample of fraud was detected as 4% , the should have reduced the winner’s tally by 12% for punishment.
