“Environmental justice” describes the commitment of the Federal Government, through its policies, programs, and activities, to avoid placing disproportionately high and adverse effects on the human health and environment of minority or low-income populations. As described in the 2010 Quadrennial Homeland Security Review (QHSR), our Nation’s vision of homeland security is a homeland safe and secure, resilient against terrorism and other hazards, and where American interests and aspirations and the American way of life can thrive. In seeking to fulfill this vision, the Department of Homeland Security (DHS) aspires to avoid burdening minority and low-income populations with a disproportionate share of any adverse human health or environmental risks associated with our efforts to secure the Nation. DHS joins with other departments and agencies to appropriately include environmental justice practices in our larger mission efforts involving federal law enforcement and emergency response activities.

The reason you do not see Congress mentioned, is they have become irreverent. What Congressman have you heard from in the last months. Nothing not a peep about anything, they have all lost their voice, just like the People. Its all the Boy and his People.

They can claim whatever they want. However, NEPA doesn’t grant the federal leviathan the power to violate the Constitution.

The EPA, oddly enough, was not created by a law. It was created by Richard Milhouse Nixon and his “Reorganization Plan No.3” Executive Order. To my knowledge, it’s the only federal agency in the bureaucracy that was not created by Congress.

Does anyone, other than Conservatives, truly grasp what we’ve become and what we are becoming ?

As you can plainly see, this has nothing to do with the environment, or for that matter, the poor. This all about control.

I'm not a lawyer, but after a glance at it I decided it was unconstitutionally vague, at least as DHS is trying to claim. I didn't look beyond that.

We’re in the same boat, FRiend. I’m not a lawyer, either. Pershaps one of our fellow FReepers is and they could set us both straight.

All I know is none of this sounds remotely normal.

Last week, the Obama Administration hosted a first of its kind event – a White House forum to give a national voice to under-represented American communities that shoulder a disproportionate amount of pollution. Environmental justice is a concept that began decades ago. It’s a movement that argues that every American, regardless of income level or minority status, deserves strong Federal protection from environmental and health hazards.

The youngest department of the United States government had a draft of their environmental justice strategy available for public commentary earlier this month, and commentary was certainly needed. Their plan is based on the Civil Rights Act of 1964 as well as the original Executive Order (http://www.epa.gov/fedreg/eo/eo12898.htm) signed by President Bill Clinton that required every government agency to consider environmental justice in their plans. That document was signed before the Department of Homeland Security existed.

The “Broken Window Theory” explains why minorities often have health and environments are less than optimal.

I grew up in a neighborhood of Boston called Mattapan. The main street was called “Blue Hill Avenue”. It was a thriving community that produced a number of famous people, including Leonard Nimoy.

Mattapan has since become synonymous with Redlining, Blockbusting, and Urban Decline. Just Check Wiki!

I nostalgically picked up a movie called “Blue Hill Avenue” at Blockbuster, and it turned out to be about a Crack Dealer...and he was the HERO!

Ugh. You can’t go home anymore.

The only solution is massive, massive cuts to federal bureaucracies.

To make massive cuts to federal bureaucracies, stop working and buying anything unnecessary. This will mean you no longer have to file income taxes. This starves the beast. If enough people did this in an organized, focused political sense, the government would surrender.

Voting is no longer effective, and shooting is rude.

I went to an “environmental justice awareness” meeting. At one point they were ranting about how some 90% of minorities live within 5 miles of a refinery.

Well in this town EVERYONE lives within 5 miles of a refinery! And also next to a major airport and a sewage plant.
