“Environmental justice” describes the commitment of the Federal Government, through its policies, programs, and activities, to avoid placing disproportionately high and adverse effects on the human health and environment of minority or low-income populations. As described in the 2010 Quadrennial Homeland Security Review (QHSR), our Nation’s vision of homeland security is a homeland safe and secure, resilient against terrorism and other hazards, and where American interests and aspirations and the American way of life can thrive. In seeking to fulfill this vision, the Department of Homeland Security (DHS) aspires to avoid burdening minority and low-income populations with a disproportionate share of any adverse human health or environmental risks associated with our efforts to secure the Nation. DHS joins with other departments and agencies to appropriately include environmental justice practices in our larger mission efforts involving federal law enforcement and emergency response activities.

Every year the US State Department holds a meeting/hearing to learn what US citizens are thinking about the refugee resettlement program and so they can ‘help’ the President determine how many refugees we will take in the next fiscal year.

The meeting is dominated by federal contractors (LOL! they call them “voluntary agencies”) who stream in and ask for more refugees. In past years few citizens or local elected officials have questioned the notion that the US can take in more impoverished immigrants from the world’s political hot spots.

This is now government policy. Not by an act of Congress mind you, but by an Executive Order.

They claim the authority of the National Environmental Policy Act (NEPA 1970). There were some real environmental problems in 1970, but it has vague language (the road to hell) such as "Title I of NEPA contains a Declaration of National Environmental Policy which requires the federal government to use all practicable means to create and maintain conditions under which man and nature can exist in productive harmony."

They can claim whatever they want. However, NEPA doesn’t grant the federal leviathan the power to violate the Constitution.

The EPA, oddly enough, was not created by a law. It was created by Richard Milhouse Nixon and his “Reorganization Plan No.3” Executive Order. To my knowledge, it’s the only federal agency in the bureaucracy that was not created by Congress.

I'm not a lawyer, but after a glance at it I decided it was unconstitutionally vague, at least as DHS is trying to claim. I didn't look beyond that.

The youngest department of the United States government had a draft of their environmental justice strategy available for public commentary earlier this month, and commentary was certainly needed. Their plan is based on the Civil Rights Act of 1964 as well as the original Executive Order (http://www.epa.gov/fedreg/eo/eo12898.htm) signed by President Bill Clinton that required every government agency to consider environmental justice in their plans. That document was signed before the Department of Homeland Security existed.

The “Broken Window Theory” explains why minorities often have health and environments are less than optimal.

I grew up in a neighborhood of Boston called Mattapan. The main street was called “Blue Hill Avenue”. It was a thriving community that produced a number of famous people, including Leonard Nimoy.

Mattapan has since become synonymous with Redlining, Blockbusting, and Urban Decline. Just Check Wiki!

I nostalgically picked up a movie called “Blue Hill Avenue” at Blockbuster, and it turned out to be about a Crack Dealer...and he was the HERO!

Ugh. You can’t go home anymore.

To make massive cuts to federal bureaucracies, stop working and buying anything unnecessary. This will mean you no longer have to file income taxes. This starves the beast. If enough people did this in an organized, focused political sense, the government would surrender.

I went to an “environmental justice awareness” meeting. At one point they were ranting about how some 90% of minorities live within 5 miles of a refinery.

Well in this town EVERYONE lives within 5 miles of a refinery! And also next to a major airport and a sewage plant.

We'd have had a clean and green economy a long time ago. Buried down deep there is a glimmer of reasonableness here, but only as background. To explain:

America has, since the 1960s, increasingly become dominated by NIMBY (Not In My Backyard) zoning, for anything and everything perceived as property value related “negatives”.

This started with industries that openly polluted groundwater, surface water, the air, landfills, crematoriums, etc. The middle class no longer wanted to live around that stuff, which because the middle class is so large, presented a problem.

The first response was to overload those places where the stuff had long been dumped, mostly where the poor lived, since they didn’t organize or particularly care about it, as long as they could live there cheaply.

This quickly became so obnoxious and toxic that the government intervened to improve disposal of pollutants in a more orderly manner.

Up to this point it was reasonable.

However, the process continued. Soon the middle classes didn’t just want to NIMBY things that were hazardous or unpleasant, but not aesthetically or socially acceptable, and then things that did not positively improve (by their lights) where they lived.

The poor areas remained poor, however, and crime ridden, and generally poorly maintained by those who lived there, and this presented the “flip side” to the problem. Who wants to put a “nice” business in a “nasty” area, full of unpleasant people?

And this is where scoundrels like Van Jones enter the picture. They crave power and money at the expense of those who have earned it, which they offer to use to “uplift” those who have made no effort to uplift themselves. Though in truth they are indifferent to their supporters and want the power and money for themselves.

Therefore his argument to the simpletons is simple: help me to destroy the “good” neighborhoods of those who earned the right to live there and work to keep them “good”, and this will somehow make life better for those of you who live in “bad” neighborhoods and make no effort to make them better.
