Call me dense, but I don’t get the dog-whistle thing.

I’m not sure. Maybe like a dog whistle is this silent alarm that sets the mob of dogs howling... So they have their little dog whistles or “cues” (certain non politically correct words) they look for that sound the alarm to get all the MSM and usual suspects howling “racism”. So Breitbart was saying he’s got his own “dog whistle” he planned to use in reverse? That ‘s all I can figure out...
Dog whistle, like a bell that triggers a trained, conditioned reaction. That how I understand it.
But I heard he was fabulous when Whitney’s body was taken there. Only if you’re a liberal celebrity then? ;)
