...remarks from two city councilors that the controversial rock star shouldn’t be allowed to play in the city.

But if he was going to burn a flag, urinate on a cross, etc. "in the name of art" they'd be allocating city funding to keep the show there for a week.

It is called free speech. They want to keep him out because of his remarks. Funny, I'd like to hear/see him perform all the more because of his remarks.
