(Phoenix, AZ) Maricopa County Sheriff Joe Arpaio ordered parts of the maximum security 4th Avenue Jail be placed on indefinite lockdown as racial tensions rise – tensions brought on by orders from the Mexican Mafia chieftains who appear to be trying to control the downtown jail. You could see this coming from a mile away, as Democrat race hustlers from Al Sharpton to Louie Farrakan to Barack Ubama called for the lynching of Democrat hispanic Jorge Zimmerman, simply because Zimmerman defended himself after getting knocked down and beaten.
That's pretty much the rule in Maricopa County lockup. At the end of each day, they grind up all the leftover food components into a paste, and blend it with bread dough to make "food loaf." It's for the problem cases that cannot be trusted with plastic silverware.

I’m reading The Hunger Games book 3 (Mockingjay). While perhaps not great/insightful literature, does depict a peon realizing the power elite are instigating civil war among the districts - and trying to alert combatants to their real foes. Reflection of reality is timely. A race war is being instigated, and regardless of realization of who’s instigating it those involved may have little choice but to play out much of the scenario as planned by others.
Which raises the question: if a race war IS being instigated, how can it be averted and the instigators stopped, if not held accountable?

Then there's Eric Holder who dropped charges against the New Black Panthers in the voting intimidation case and called them "his people."
Now the Justice Dept. is litigating Jacksonville over "discrimination" for expecting black firefighters to be treated the same as whites or hispanics in taking a firefighters test.
Clearly the White House believes "their" people should be treated MUCH more fairly than others.

One cannot instigate a war among a population that is not receptive. Instigators and the willing population go hand in hand. I would even say that instigators rise among the willing population. This means that stopping instigators will only result in rise of other instigators, perhaps in greater numbers.
If you choose to go against instigators, as a palliative, the only way to do it successfully is by striking at their influence within their audience. Herman Cain, for example, was taken out in such a way.
But in the end removal of one instigator will only give rise to another - perhaps one that is more dangerous, with fewer chains to lose, with less capital to protect.
The only effective way to stop all this madness is by removing the discontent among the population. In this case, though, the discontent is internally generated. Generations of people grew up in permissive atmosphere, where everything is allowed and nothing is really prohibited. When such behavior is interdicted by the law the thugs suddenly turn their anger toward the society at large. In essence, these people want to either be free to steal and rob, or to riot because they are arrested for stealing and robbing. In either case their desired behavior does not fit a civilized society.
This means that the only way to remove the threat of racial violence is by changing the behavior of people who make those threats. Methods vary. Romans preferred mass executions along major roads; but this probably wouldn't be widely accepted today. (It worked, though.)
The most important change that I would do once I'm elected to be the President, I would prohibit payments to able-bodied people. If you want to be on social security you'd better have only one arm or only one leg... and even then it's debatable; Steven Hawking is working hard even though his situation is much worse.
Since people are now without means to live, I would immediately transfer the saved social security monies to public works projects, so that everyone can get a job there. It pays the same or more, but instead of paying you for watching TV whole day you will be building roads, pipelines, high voltage lines and everything else that the country needs. All this will be managed by private companies and closely watched by the government (because the government pays.)
Another avenue would be public education. Want to study? No problem. If you are smart enough (will be tested!) you can enroll in some educational facility, and you will be paid for that - as long as you pass the weekly tests. Fail, and your pay is lowered or removed altogether. Be a genius and your pay will be increased.
Finally, those who refuse to play along will be incarcerated for their crimes, or terminated. The society needs to protect itself, after all. Pretty soon there will be no "career criminals" left, physically.
The purpose of all these motions is to make sure that every able-bodied person WORKS. Work is what made an ape into a human. Leave a man alone and his mind wanders. With no religion to keep him on track, with no hard labor waiting for him in the field, without hunger in his belly people don't become painters or violinists as idealists predict. The distribution of geniuses and thugs is the same in all classes of the society. But if you are working 12 hours per day, it's difficult to find energy to go robbing houses all night. Eventually people realize that it is not even profitable to rob houses - anyone with a clue already knows that. Honest work is far more profitable, and far more safe.
So the problem is cultural. You can add more to this - for example the demise of the family, rise of a race-specific dialect. But as things stand right now, we have several societies on the territory of one country, and those societies are at war. Well, let me rephrase. One society preys on another. This cannot last; the predator will eventually bite more than the prey can shrug off.
