It is a lottery and it is illegal.

These people have no control over their own behavior. Levin was commenting about why isn’t Clinton being prosecuted for using government resources to try to coverup all his affairs seeing how the screw finally turned against John Edwards.

At the point you become a liability for the Democrats, you are toast or a target for the bus to run over. Obama has his coming at some point. He is more of a liability than Clinton or Carter. The only thing protecting him is his skin tone and having actually occupied the White House.

If I were him, I would be very nervous. I doubt his “associates” want a drawn out embarrassing trial like with Edwards or even having him resign or even hang around like Anthony Wiener. If I were him, I would not even trust the Secret Service (whom he is angry at).
