Of course the state has money for any collectivist effort. Collectivism/socialism/communism is a friend of state power. Freedom/constitutional republicanism/free-market capitalism is no friend of state power.

The government never has money. That's pretty much by definition. It's We The People who have money. Communists want Other People to pay for their policies. But as a wise woman once said, eventually you run out of Other People's money.
