I’m not always sure about WND (World Net Daily). They seem to have a lot of stuff that is never mentioned in the “main stream media”—or any other site.
Sometimes, they’re right on—other times, they do one rather startling article and you never hear another word about it.
However, in this day and time, I don’t discount much, because I think we are in a place and time when anything is possible.....
The articles author is Aron(sp)Klein, he is usally the real deal. He has a radio show to.
Now, having been a REFUGEE in America for one five hour period on 9/11 ~ my city having been attacked by foreign forces, let me say this about that, we could have benefited greatly from the cops in the DC Metropolitan region having read it and had their own plans on hand.
New York City was worse.
The US first pioneered this during the Indian Wars. Later it was used after WWII, then during the Vietnam War. These type operations should have been conducted during the Iraq and Afghanistan occupations.
The same situation applies: a large number of people in the combat operational area, most of whom are civilians that need evacuation for their protection; and some of whom are combatants, using the civilians for support (voluntarily or not) and concealment.
This is the military equivalent of a FEMA relief operation, but in the case of FEMA, all the people are civilians that need a lot of support in a hurry. After Katrina, W. Bush ordered the creation of major regional emergency facilities in response to the disaster of the evacuation of New Orleans. As bad as Katrina was, it was mild compared to a disaster like a San Andreas “big one”, or the New Madrid fault wiping out Nashville and several other cities.
Imagine trying to pull that off with a few hundred thousand foreign evacuee-refugees interspersed with terrorist suicide bombers and other monsters.
Read through some of this and it appears to be a manual for Military Police when they have prisoners of war (now called EPWs).
BTW this document was released in 2008. It’s not new and it’s not from the Obama administration.
As you can see by my screen name, I spent at least 20 years working in Army Education Centers. One of my positions was the MOS Library. We maintained and distributed military documents like FMs (Field Manuals) and TMs (Training Manuals) among others, before they went digital. I have just glanced at this document, a field manual, and it seems bona fide in its format, organization and wording.

You’re probably quite right that this FM was intended as a manual for prisoner of was camps. If I wanted to be a real conspiracy theorist :-) I might say that it could be made to apply to any kind of internment camp. That said, I’ve just glanced at the FM.

The bit I read indicates to me that this is an ops manual for dealing with a native population under US occupation. This has been a long time element of US military experience. Think Trail of Tears, Reservations, Philippine pacification,Haiti, the DR, Vietnamese strategic hamlet program, and the Marines’ Civic Action Platoons. I see no indication that they’re planning a replay of Manzanar

It is a sad fact that in this day and age, that the first thing that comes to mind is suspicion and a lack of trust in the government. But because of what is happening now (Patriot Act, TSA goons, etc.) it’s wise to be cautious of everything from the politicians and bureaucrats.

A cursory review of the document leads me to think
1) It is authentic
2) It has nothing to do with the worries conspiracy folks may think it does (and I’m prone to believe conspiracy theories)
3) Even if it IS used to round me up some day, it looks like humane treatment is the order of the day. Without this guide, treatment would probably be a lot worse
There’s still too many Americans with too many guns and too many bullets for any jerk-off to start loading trains.

This document is also known as “Plan for Obama’s Second Term.”
Take it to the bank.
It specifically states that when the CI is checked in, they identify them by social security number. This is in section seven of the document. So, they aredealing with US citizens, as foreigners don’t have SS numbers!
This is probably so much conspiracy theory hype.
The US military has formal plans for everything from the invasion of Tahiti to the nuking of the North Pole. This is most likely just only of their many “what if” plans in print.

IDENTIFICATION
7-16. Individual identification photographs are taken of all prisoners. The prisoner’s last name, first name, and middle initial are placed on the first line of a name board, and the prisoner’s social security number is placed on the second line.
It is pretty tough to examine this document and not conclude it is intended for U.S. citizens.
Including the fact they discuss supplementing Ft. Leavenworth and similar facilities.

I read this kind of stuff back during the Bush administration, on left wing websites.
The first thing that stands out is the following statement, “
DISTRIBUTION RESTRICTION: Distribution authorized to the DOD and DOD contractors only to protect technical or operational information from automatic dissemination under the International Exchange Program or by other means.”
It is highly irregular for any FM or TM to mention “contractors” in their guidance and direction, as FMs and TMs only apply to Active Duty, Reserves and/or National Guard, and never to civilians, which contractors would be.
That would also include contractors in the sense of Blackwater type contractors.
Also, there is no Authorization page up front in the document, which would say who approved it. Usually there are two different signatures from high ranking individuals, one of command grade and one from Training Command, that authorize the document and it's content, but the FM 3-39.40 does not have an authorization page.
There are other discrepancies, like all FMs and TMs tend to have the FM/TM listed in the header in the upper left on each page of the document and this FM 3-39.40 does not have this, nor does it have the usual footer information.
The Distribution portion is different as well as most Distribution sections tend to look and read more like this:
DISTRIBUTION:
Active Army, USAR, and ARNG: To be distributed in accordance with DA Form 12-11E, requirements for FM 90-10-1, An Infantryman’s Guide to Combat in Built-Up Areas (Qty rqr block no. 1232).
And then there would be more authorization signatures, dates, and usually a list of changes to previous documents that it affects, something that the FM 3-39.40 also does not have.
There would also usually be some sort of classification associated with the FM which would be UNCLASSIFIED, CONFIDENTIAL, SENSITIVE, RESTRICTED, or CLASSIFIED. A document of this nature would tend to have a classification associated with it, as the information in it would be controlled, especially in regards to what the FM 3-39.40 says it contains.
There is only one reference in the entire document to Fort Leavenworth, not many as one responder mentioned, and that reference is just to permanent facilities.
Me thinks ya’ll does protest too much, and read too much into something that isn't there.
While there are 100+ million gun owners in this country not much is going to happen. Also, under such orders for the military to turn on the US public would cause the same fragmentation that happened to the military in 1860. And we all should know what happened then. Anything that seems to have originated from Alex Jones should be taken with several tons of salt.
