The details behind this are that the "government" detected an effort at DNS cache poisoning. As they identified hijacked addresses, they put a router in place to rewrite the destination IP address to the correct address. Your locally cached DNS address to IP may have the hijacked address in place. On July 1st, the government "service" to intercept the bogus IP address targets will be discontinued. The "fix" is to clear your DNS cache and start fresh from reliable DNS authorities.
