Perfectly believable! No money, food, electricity, water, utilities or gas in the North so there are no cars on the road save the occasional military emporer convoy to the Glitter Palace. They all just didn’t look ‘left’ when crossing the road. Easy Peasy!

The life of a N. Korean official must be a lot like that of livestock. You are well-fed pampered and live out a comfortable existence prior to facing slaughter in your prime. Like the livestock though, it beats having to face the uncertainty of where your next meal is coming from, sickness and starvation that your brethren experience. Either way old age in that country is never an option.
