This is not always the case if a house is sold below what it is appraised for they will reappraise it . I know soneome about 5 years who bought their grandparents house for $350k and the accessor office re appraised it up wards to 450K and that is what the taxes were based on. Also yes 1% of the sale price but they go up 2% every year not to mention all the school parcel taxes that get tacked on. I bought my house in 1998 for $350K my taxes are currenty at about $6,000.00 a year about $1,500.00 of the total is for parcel
taxxes placed on it. If prop 13 goes away they will raise the taxes more than 2% a year and I am sure parcel taxes will still be voted on by non homeowners as well. If you go to zillow.com and put in the address of the property you can get the tax information. Because of the taxes and real estate my husband and I will not be able to buy another house in California even with the equity we may have in our property we will have to move out of state.

C. It secedes, and opts to become a member of the EU.

D. It goes bankrupt, and we kick it out.

F. It goes bankrupt, and is honorarily made a member of the EU.

G. Mexico claims/invades it, and we don’t put up a fight.

In 2010 the Republicans held their own in the State Senate and lost 2 seats in the General Assembly. So, their performance here was much better than with the executive branch. Meanwhile, California has had one of the worst economies in the intervening two years, so if there is a landslide on a national level, I can see the Dems losing ground in California in the state legislature.

Another point is that illegal aliens have been leaving California and going back to Mexico where there are more jobs — or to other states. So, this might also help.

I predict we’ll see federally guaranteed state bonds for CA, IL, and NY in the next biennium.

Not that the federal guarantee is worth much, but it will let those states continue to play the game for a few more years.

Prop 13 still restricts CA Real Estate Taxes to 1% of Appraised Value, with a 2% Maximum Increase in the overall amount paid per year.

Any Bonded Indebtedness can increase the total. I my case, my Property Tax Rate is approximately 1.25% overall.

I have friends in Texas paying over 3% of Appraised Value. I couldn't figure out how their 4000 + SF Homes were cheaper to buy than my 2000 SF Home here, then they filled me in on their Property Tax Bills.

The Liberals here are planning on exempting Business Property from Prop 13 restrictions. Once they get that done, they will attack Rental Income Property. Only then will they attack Homeowners. There is a method to their madness. Slow and steady as she goes and the Sheeple will follow along without as much as a bleat.

I have friends in Texas paying over 3% of Appraised Value.

Texas does not have an income tax, and thus relies more heavily on property tax than most states.

Here is an update on these state Senate race:

District 5: Assemblyman Bill Berryhill, from a prominent Republican family, will be facing off in a race with Assemblywoman Cathleen Galgiani, who is from a corner of the district and was nearly defeated for reelection in 2010. The district has trended to Democrats lately so this could be the most swing race.

District 17: State Assemblyman Bill Monning is favored to pick up this district, which added liberal territory in redistricting. Scott Valley School Board Trustee will try, but the odds are against a Republican win here.

District 19: A vacant district in Santa Barbara and Ventura, former Assemblywoman Hanna Beth Jackson seemed to be a strong favorite, given that she nearly defeated Tony Struckland in an adjoining district. However, ex-Santa Barbara County Supervisor Mike Stoker is making a stronger-than-expected showing. Jackson is still favored, but it’s not the cake-walk that Democrats had hoped.

District 27: Democtat state Senator Fran Pavley lost her district and will run in the district represented by Tony Strickland, who’s running for Congress. Republicans have an potentially appealing candidate in assistant DA Todd Zink, a former Marine, who polled surprisingly well in the non-partisan primary.

District 31: Republicans had hoped that state Assemblyman Jeff Miller would waltz in and seemed to get a break when the Democrats were unable to recruit Riverside Mayor Ron Loveridge, but Democrats have made demographic gains there and will go all out to win it. Their candidate is retired Air Force general Richard Roth, who seems to have cross party appeal (he endorsed George W. Bush a few years back).
